    Poverty Alleviation in West Java: From BPJS Contribution Aid, Low-Cost Market Operations, to Rutilahu Repair

    BANDUNG CITY - It is undeniable, poverty is the source of various social, economic, and educational problems.

    For this reason, poverty alleviation has become a strategic issue and the main focus of the Provincial Government of West Java (West Java) in developing the province with the largest population in Indonesia.

    In the Coordination Meeting (Coordination Meeting) Regional Poverty Reduction Coordination Team (TKPKD) of West Java Province in 2019 at the Royale Hotel Bandung City, Thursday (10/31/19), the heads of districts / cities in West Java discussed about the efforts that have been made and received input for the next step.

    According to West Java Deputy Governor Uu Ruzhanul Ulum who is also the Chairperson of West Java Province TKPD, West Java Provincial Government is very open to the hopes, aspirations, and input of 27 regents / mayors, to make the right decision for nearly 50 million inhabitants.

    "This activity (RakPKD coordination meeting) as part of our efforts to alleviate poverty. Although in some West Java indicators have made progress, especially in reducing poverty efforts," Uu said when giving a speech also opened the event.

    In his speech, Uu said that the poverty rate according to data from the Central Statistics Agency (BPS) in West Java in 2019 had decreased to reach 6.91 percent or approximately 3.4 million people, when compared with the poverty rate in 2018 which reached 7.45 percent or approximately 3.61 million people.

    In detail, 9 out of 100 rural residents are classified as poor (9.79 percent), while in urban areas it reaches 6.03 percent aka 6 out of 100 urban residents who are poor.

    Administratively, Tasikmalaya City has the highest percentage of poor population reaching 12.71 percent, while Depok City has the lowest percentage of poor population at 2.14 percent.

    Meanwhile, the West Java Provincial Government has made efforts to reduce poverty through various program approaches and activities. From the aspect of social protection, the West Java Provincial Government allocates a budget through membership of the BPJS Health Contribution Recipient (PBI) each year. In 2019, the allocation of budget contributions will reach Rp. 403 billion for more than 3 million people.

    In the housing and settlement sector, a budget of Rp. 16 billion has been allocated for the improvement of non-habitable houses (rutilahu). While from the aspect of empowering the poor, Rp50 billion in 2019 was allocated in the context of increasing and fostering community participation in the development of strengthening access to capital and synchronizing poverty reduction.

    In addition, West Java Provincial Government under the leadership of Governor Ridwan Kamil and Deputy Governor Uu have a variety of excellent programs in community economic empowerment, including Mesra Credit, namely interest-free loans and collateral provided through places of worship, One Pesantren One Product (OPOP), One Village One Company (OVOC), Women's School Reach Dreams and Goals (Sekoper Cinta), to the Movement to Build (Gate) in Juara Village.

    All is done by the Pentahelix method of collaboration between stakeholders, academics, business entities, communities, government and the media.

    To accelerate poverty reduction, Uu said that it takes four preconditions namely first, all must go through scientific methods and based on Integrated Social Welfare Data (DTKS).

    Second, because poverty is not merely caused by economic structures but also culture and mentality, it is necessary to strengthen programs for empowering the poor.

    "Third, the development of an inclusive economy in this case through the use of digital technology. We also pay attention to the development of market access, cooperation with Tokopedia is one of them," Uu said.

    Fourth, namely collaboration with the Pentahelix method. "We are aware that the government's budget and Human Resources are limited so that funds are needed as well as assistance with personnel, ideas, thoughts with other stakeholders," Uu said.

    Meanwhile, the Head of Sub-Directorate of Data Analysis and Mapping of the Poor Population of the Directorate for Poverty Reduction and Social Welfare of the Republic of Indonesia Bappenas Widaryatmo praised the economic growth of West Java at 5.64 percent higher than the national level (5.17 percent), as well as the poverty rate (6.91 percent) which is lower than the national percentage of 9.41 percent.

    Even so, one of the homework assignments for West Java is the distribution of welfare by building an inclusive economy. From BPS data, Widaryatmo said the level of open unemployment, gini coefficient, drinking water, sanitation, born in health facilities, to education more than high school in West Java is still lower than the national achievements.

    "There are still 15 districts / cities that have more poverty levels high from West Java, (among others) the highest was the City of Tasikmalaya, Kuningan District, and Indramayu. If it can be homogeneous, poverty rates are all low, "said Widaryatmo in the presence of regional heads who were present at the coordination meeting.

    "The fiscal best is the City of Bandung, City of Bogor, City of Bekasi, and City of Depok. So the homework (Jabar) is still lame, high economic growth but for the upper middle class," he added.

    Widaryatmo also provides input to West Java, by paying attention to vulnerable people so as not to fall into poverty. In addition, he considered West Java with tourism excellence must also have vocational with the focus of the tourism sector.

    The Ministry of National Development Planning / Bappenas itself has four priority activities in poverty alleviation, namely accelerating the strengthening of the family economy, business intercession and social impact, increasing access to ultra-micro financing, as well as agrarian reform and social forestry.

    "The acceleration of family economic activities is a Priority One Activity (KP1). Through the Ministry of Religion, conducting marriage guidance. Before marriage, must know how to strengthen the family economy. This has been included in the RPJMN 2020-2024 matrix," Widaryatmo said.

    The TKPKD coordination meeting this time began with a series of meetings between the West Java Province TKPKD secretariat and the regency / city TKPKD that had been held in five regions from September to October 2019.

    The problems, demands, and challenges that were summarized from the meeting became a strategic issue discussed in the agenda of the West Java Provincial TKPKD Coordination Meeting in 2019 at the éL Hotel Royale, Bandung, Thursday (10/31).

    The Regional Government Representative of Depok City - the region with the lowest poverty rate in West Java, explained that it has a Mayor Regulation related to massive retail business licensing (modern minimarkets) in the community and a temporary moratorium on licenses for similar activities.

    Instead, the Depok City Government formed a cooperative called Depok Mart that focuses on encouraging superior products from businesses in each village / sub-district. It was considered effective in increasing people's production capacity and purchasing power.

    Meanwhile, the Regional Government of Tasikmalaya City - with the highest poverty rate in West Java - explained that it had made innovations for poverty alleviation through Gema Madani (Independent Competitiveness and Innovative Community Movement), Community-Based Family Income Improvement Program (P3KK), improvement routinely, as well as the New Entrepreneur Printing (WUB) printing program.

    Tasikmalaya City Government also focuses on programs to increase regional economic capacity, workforce quality, to agriculture and regional food security.

    In addition to Depok City Government and Tasikmalaya, various regencies / cities have also summarized action plans to accelerate poverty reduction for their regions. The Regional Government of Bogor City has innovations in the form of the Mandiri Sejahtera Joint Tilla-Qita program, Warung Sadulur Marketplace, Sempur English Camp, up to the Free Package School and the Trash Bank.

    District Government Purwakarta, has a number of poverty reduction programs through related agencies, including Regional Health Insurance, Joint Business Groups (KUBE), routines improvement, low-cost market operations, basic needs, as well as activities to expand employment opportunities through labor intensive environmental empowerment.

    Meanwhile, the District Government. Ciamis carries a number of poverty alleviation programs including 67 KUBE in seven sub-districts, MSE development, routine social assistance, environmental facilities (Sarling), cataract operations and mass circumcision, supplementary feeding, APBD allocation of Rp7.6 billion to 52,128 PBI people, to operation Bazaar.

    West Java Province TKPD itself has been determined based on West Java Governor Decree No. 465.05 / Kep.233-Bapp / 2018 concerning the West Java Province Poverty Reduction Coordination Team.

    The existence of West Java Province TKPKD is expected to be able to encourage the effectiveness and synergy of poverty reduction while evaluating the implementation of programs / activities from provincial and district / city local governments.
