    West Java Governor Appreciated Kodam III / Siliwangi TNI AD Regarding Citarum Harum


    BANDUNG REGENCY-The Governor of West Java (West Java) Ridwan Kamil appreciated Kodam III / Siliwangi of the Indonesian Army who participated in tackling environmental pollution in the Citarum River through the Citarum Harum program.

    Emil - as Ridwan Kamil is called - is optimistic that Pentahelix's collaboration with the TNI to overcome environmental damage through the Citarum Harum program will bring massive changes to the Citarum River.

    According to Emil, the humanist approach undertaken by the TNI could provide understanding to the public about the importance of protecting and preserving the environment, especially rivers.

    "I have optimism that with the TNI and its ranks, the changes are so massive. I first witnessed that along this river there were many illegal houses, many irregular activities," Emil said.

    "But by a humanist approach that is not repressive, it turns out the public can understand," he said while attending the Work of Social Service & Social Service in the series of 74th anniversary of the TNI in Rancamanyar Village, Bandung Regency, Saturday (9/21/19).

    In the event which was attended by TNI Commander Marshal TNI Hadi Tjahjanto, Emil said he had said to President Joko Widodo that what the TNI had done for Citarum was military operations other than war.

    As per the Republic of Indonesia Presidential Regulation No. 15 of 2018 concerning the Acceleration of Control of Pollution and Damage in the Citarum River Basin, Commander of the Kodam III / Siliwangi, was assigned as Deputy Commander for Ecosystem Structuring I, under the command of the Governor of West Java as the Task Force Commander.

    "I told the president, maybe this is a model of how to curb environmental damage through the role of the non-war TNI," Emil said mimicking his remarks to the president.

    Emil also proposed that the Citarum management model could be adapted to solve river environmental problems throughout Indonesia.

    Because the Pentahelix collaboration model or the collaboration of five parties namely ABCGM (Academic, Business, Community, Government, Media) can be a true reflection of Indonesia.

    "I ask permission, can we copy the Pentahelix model to be a model for handling rivers throughout Indonesia that are polluted by the dynamics of industry, settlements, etc.?" Emil asked.

    "If Mr. Commander of the TNI agrees with this idea, we ask for our permission to start on a smaller scale, for example, so that the results of Indonesia will be extraordinary, so this is the real face of Indonesia," he explained.

    Fragrant Citarum Progress
    Meanwhile, the work of Social Service and Social Service is one of a series of commemoration of the 74th anniversary of the TNI which falls on 5 October.

    In this event, there were public health service activities, food distribution, and an environmental exhibition that was held by 22 Citarum District Offices and various other related parties.

    TNI Commander in Chief Marshal TNI Hadi Tjahjanto said his side had deliberately held such activities on the banks of the Citarum River. According to Hadi, the current condition of the Citarum River is better and is a high selling point in terms of tourism.

    Hadi also hopes that the Citarum River will be known to the world not as a dirty river, but as a clean river.

    "Now Citarum is in the spotlight. Initially Citarum, sorry, not good. But now it is a good Citarum and has a high selling value for tourism, so we pay special attention," said Hadi.

    "Hopefully with the program Mr. Governor, Citarum can become a tourist spot, greening place, and has its own charm. So that it can inform overseas (country) that what the world has said first that Citarum is dirty, can be a clean and clean Citarum. can be enjoyed together, "he added.

    Efforts to clean Citarum itself continues to this day. Law enforcement measures also apply to Citarum polluters. Hadi was sure that the condition of the Citarum River would be as clean as before.

    "The next stage is cleansing, clarifying, now cleansing first, legal action first, then purification. Later, God willing, it will return like the Citarum of our ancestors' days," said Hadi.

    "The six-year plan (overcoming the pollution of the Citarum River) has several stages. Cleaning has been 40 percent (progress), only 60 percent. If we see (the Citarum watershed) is wide, when the dry season we dredge (the river), when the rainy season is abundant water. "So that (the condition of the river) will be clean later," he added.

    Emil also stressed that the Regional Government of West Java Province is currently reviewing the analysis of the need for technology to clear Citarum River water. This Rp. 300 million technology can turn Citarum water into clean water.

    "We will analyze the needs. There is Rp. 300 million technology that can convert "Black water is 100 percent drinking water and 80 percent bathing water," Emil concluded.
