    Four New Requirements of Education and Training Submission for State Civil Apparatus


    BANDUNG -- Training, education, and coaching are important in the development of Human Resources (HR), especially in the government environment. However, there is one thing which is often missed in coaching and training, that is character education.

    According to Daily Task. Regional Secretary of West Java, Daud Achmad, character building is important as a foundation and professionalism as a State Civil Apparatus (ASN). This is appropriate with the mandate of West Java Governor, Ridwan Kamil regarding the three main assets of ASN.

    "Competence is needed, but there is one thing which is forgotten, that is character education. For me, this is the main thing," said Daud while attending the Technical Guidance for Preparation of Human Resources Development Plans (HCDP), at Sheraton Hotel, Bandung, Thursday (14/8/2019).

    "The Governor often says, there are 3 main assets for ASN, those are integrity, professionalism, and serving wholeheartedly. They are all a combination of our character," he added.

    Besides the main assets, Daud explained about the four new requirements in 2019 to submit Education and Training (Diklat) for ASN, namely (1) submission from the local civil service agency; (2) Decree on the appointment of Eduation and Training Planning alumni within six months after the Diklat; (3) completeness of HCDP documents; (4) and the completeness of formation documents.

    According to the Head of Functional Position Coaching and Development of the Central Coaching, Education and Training Planning (Pusbindiklatren) National Development Planning Agency (Bappenas) Rita Miranda, the lack of completeness on these new requirements will impact to not calling the ASN to follow the Diklat.

    "We will only process the suggestion which suggested by officialdom for approval or Human Resources Development Agency of Energy and Mineral Resources (BPSDM) and be signed by the Primary official," said Rita.

    Regarding the second requirement, Rita said that based on data from 2006 to 2018, only 18.51 percent of alumni are appointed as a functional official planner.

    "More than 5,300 ASNs have participated in the Training and Planning program, but less than 2,000 have been appointed as functional official planner. Where are the 3,000 people?" said Rita.

    There is also, an activity with the theme 'Optimizing Government Performance to Achieve Development Goals Through Development of ASN Human Resources Development' was attended by the Head of Technical Development and Social Culture Program of LAN Muzani, Head of BKPSDM Sukabumi Regency Ade Suryaman, and participants from Bappeda, BKD, BPSDM and bureau/organization in West Java.
