BANDUNG CITY- Three regional governments in West Java still get a Fair With Exception (WDP) opinion from the Indonesian Audit Board (BPK) in the Regional Government Financial Report (LKPD) in 2018.
The three regional governments are Cianjur Regency, Tasikmalaya Regency and West Bandung Regency.
To boost WDP and achieve unqualified (WTP), the West Java Provincial Government (Pemdaprov) will take strategic steps, starting from identifying problems, solving problems from regulatory and administrative aspects, to drafting action plans to prevent corruption.
This was conveyed by the Regional Secretary of West Java Province Iwa Karniwa when opening the Coordination Meeting on the Preparation of the Financial Statements of the Provincial / Regency / City Regional Governments in West Java Regional Office of the Directorate General of Treasury of West Java Province in 2019, at the Soekarno Hall Dwi Warna Building, Diponegoro Street, Bandung City, Thursday (6/20/19).
"The West Java Provincial Government will take a number of strategies, including identifying problems and accounts causing qualifications, carrying out various approaches to problem solving, both from the aspects of regulation, personnel and administration," said Iwa.
"We also compiled an action plan document consisting of a list of problem inventories, action plans, and detailed steps for action," he continued.
This, said Iwa, also applies to 24 regencies / cities that have received the highest unqualified opinion (WTP), in order to maintain their achievements. For this reason, Iwa hopes that the same strong commitment from other regional heads will be shown.
"This must also be carried out by regional governments that have obtained WTPs, to maintain their opinions. The most important thing is the commitment of the regional heads, DPRD, OPD heads and all government employees," said Iwa.
In the same place, the Head of Regional Office of the Directorate General of Treasury of West Java Province, Sahat MT Panggabean stressed that the management of state finances held openly and responsibly is very important in realizing good government.
Sahat said, there are at least four factors that must be considered in the financial statement presentation criteria.
"First, LKPP has been presented fairly on material aspects in accordance with Government Accounting Standards (SAP). Second, there has been an effective internal control system," Sahat said.
"Third, the Central Government's Financial Report has been adequately disclosed, and all applicable provisions have been fulfilled," he continued.
In the coordination meeting which was attended by more than 80 representatives of the local government, panel discussions were also held by several speakers, namely "Going Tips and Maintaining WTP Opinion" by the Head of West Java BPK Representative Arman Syifa, "Management of Receivables" by MC Raharjo Meta from the Directorate of Accounting and Ministry of Finance's DPJB Financial Reporting, and "Fixed Asset Management" by Yusi Nugraha from the Regional Office of the Directorate General of State Assets of West Java Province.
