    West Java Education Department Ever Gave Suggestion on Permendikbud


    BANDUNG CITY- The Provincial Government (Pemdaprov) of West Java has already responded to the issuance of Permendikbud 51 of 2018 concerning PPDB. This is done in response to a number of articles that are not in accordance with conditions in the area. This assertion was conveyed by the Head of West Java Education Agency Dewi Sartika.

    '' We respect the Minister of Education and Culture's regulations regarding PPDB. But, some are not in accordance with conditions in the area, 'he said, Wednesday, June 19, 2019.

    According to Dewi Sartika, the response was delivered on several occasions in coordination meetings. Both that was held by the Ministry of Education and Culture and the Ministry of Human Development and Culture.

    'We convey it well. Although not written. But the position of the Minister of Education and Culture was already established. That is, we also convey what has become public unrest. This is our concern. Hopefully it can be an improvement material for future Minister of Education and Culture regulations regarding PPDB, 'he said.

    Dewi explained, some of the entries contained in the permendikbud referred to. First about setting the percentage of each quota. For example, 90 percent zoning, 5 percent achievement of 5 percent transfer. This should be submitted to the local government according to conditions. Second, there is a family card statement or domicile certificate. It turned out that in certain districts or cities, village officials were unable to issue domicile certificates, which could be issued as a statement.

    Third, he said, in permendikbud, in zoning path selection, based on distance, if there are some students who have the same distance, a selection is based on the time of registration. This caused the registration to burst at the same time. Some even came in the early hours.

    Fourth, said Dewi, there is an ambiguous article. Can be interpreted differently. Regarding the article which states, students can choose one of three registration paths in the zoning. While in other articles stating the path of achievement and transfer is only done for prospective students from outside the zone. This seems different meaning, the first statement interpreted in zoning can choose the path of zoning, achievement and movement. Whereas in other articles, the meaning of the path of achievement and transfer must be out of the zone.

    Fifth, the selection based on the National Examination (UN) is a small percentage. Whereas in the Child Protection Act Number 35 of 2014 concerning changes to Law Number 2003 of 2002, concerning Child Protection. In Article 9 states, every child has the right to obtain education and teaching in order to develop his personality, and the level of his intelligence, according to his interests and talents. Then, Government Regulation Number 17 of 2010 concerning Management of Educational Implementation, in article 82 paragraph 4. Stating, the selection of new student admissions in class X to secondary education units is based on the results of the National Examination.

    One more Minister of Education and Culture Regulation No. 14 of 2018 concerning the Assessment of Learning Outcomes by the Educational Unit, Government Learning Outcomes Assessment, in Article 17 paragraph B states that the results of the National Examination are used as a basis for consideration in entering the next level of education.

    '' That means if based on these rules, the National Examination achievement gets a quota not a little. Or more just. This is basically there, '' he explained.
