    Ridwan Kamil Stated Four Development Theories


    BANDUNG CITY - There are four theories to accelerate the implementation of development now, namely Theory of Government 3.0, Pentahelix, Eight Doors of Budget, and Digital Government.

    This was stated by the West Java Governor Ridwan Kamil in the inauguration agenda of the Regional Commissariat (Komwil) Forum for the Indonesian Regional Secretary (Forsesdasi) of the West Java Province for the period of the West Hall of Gedung Sate, Bandung, Friday (05/17/19).

    "3.0 is a dynamic bureaucracy. It means that where the development goals can be deposited to non-bureaucracy. We are open-handed," he said

    "It means 3.0. Leave the development goals to people (institutions) non-bureaucracy (outside the government)," he continued.

    Emil gave an example of the Satu Desa Satu Hafiz Quran program. The program is the initiation of the West Java Provincial Government (Pemdaprov) to collaborate with one of the national banks via fostering the youth of the village so that the love of the Koran.

    Meanwhile, Pentahelix Theory is a development cooperation involving five elements known by ABCGM, namely Academics-Business (entrepreneurs) -Community (community) -Government (government) -Media.

    In addition, the development does not only depend on three state budgets which include the regency / city Regional Budget Expenditure (APBD), the provincial APBD, and the National Budget Expenditure (APBN). The reason is that there are five other budget doors that can be utilized, namely private funds through PPPs (Business Entity Government Cooperation) or Public Private Partnerships (PPP), regional bonds, banking funds, community funds, and CSR funds. The use of these instruments is one of the applications of the theory of Bureaucracy 3.0 or Dynamic Bureaucracy.

    The fourth development theory, namely the application of Digital Government. That is, the government began to implement a digitization system to support the administrative pattern to public services.

    "You have to revolutionize all bureaucracy with it (digital technology). Like the budget must be all e-budgeting. This can check the budget that is lying about being obedient," he said.

    Forsesdasi itself is a forum for Regional Secretaries throughout Indonesia which was formed in 2011. In West Java, its management was formed since 2011 and is currently the third management period.

    West Java Regional Secretary Iwa Karniwa explained, based on the West Java Forsesdasi Working Meeting on March 28-29 2019 in Pangandaran Regency, the management of the West Java Forsesdasi Regional Office was set for the period 2018-2021.

    "The previous administration should end in 2018. However, the election of the Forsesdasi management has been temporarily postponed because there are several important agendas. Among them are the Simultaneous Local Elections in West Java," said Iwa Karniwa.

    The inauguration was based on the Decree of the Regional Commissariat of the Regional Secretariat of the Entire Indonesia Province of West Java Number: 123/16 / Forsesdasi-Jabar / 2019. Appointed as Chairperson of the West Java Province Forsesdation Period 2018-2021, namely the Regional Secretary of Bogor City.

    This inauguration is important because it is the first step in implementing a formulated and agreed work program that covers 6 (six) fields, namely:
    1. In Law and Politics,
    2. Field of Human Resources,
    3. Field of People's Welfare,
    4. Field of Interagency Relations,
    5. Field of Government, as well as
    6. Economic and Development Sector.
