    Ridwan Kamil Proposed Elementary, Middle School & High School / Vocational School Built in One Location


    GARUT REGENCY- West Java Provincial Government is committed to continuously improving access to education to be more widespread. Not only at one level of education, but at all levels or levels of elementary, middle and high school / vocational education.

    For this reason, West Java Governor Ridwan Kamil before the Minister of Education and Culture (Mendikbud) of the Republic of Indonesia Muhadjir Effendy, proposed that the location of elementary, junior high and high school / vocational schools be in one building or location. This is done so that there is an ease for students who want to continue their education to the next level, as well as most school buildings owned by private schools where elementary, middle and high school / vocational schools are in one area or building.

    "We ask permission to submit ideas, we want to build - suppose we build a junior high school on top of an elementary school or high school building above a junior high school building, so that junior high school does not have to be busy PPDB everywhere, just continue for those who want to continue," Emil said - Ridwan Kamil's nickname in his speech while attending the Gebyar Education and Culture event with the Minister of Education and Culture in the Garut Regency Hall on Saturday afternoon (3/23/19).

    "This will save costs and will cover a higher Education Participation Rate," he continued.

    In addition, this is also needed to be done because there is a shrinkage in the number of schools and students at the junior and senior high school / vocational level. While on the other hand the government is required to continue to improve education equity.

    "There is an idea that we are experimenting with. Please also support it. Suppose the number of elementary schools is around 19 thousands in West Java. Of the 19 thousand who enter junior high school there are only five thousand, then the high school is 1,500. So the days are shrinking," said Emil.

    "We are demanded equal education. In the theory of development, it is not simple to buy land, build construction - moreover urban areas are very expensive. Even though the private schools are elementary schools there, the junior high school building there, the SMA / SMK is there , "he explained.

    Furthermore, Emil said that to realize this idea there were technical obstacles. Where the elementary and junior high school levels are within the authority of the district / city government, while the levels of SMA / SMK are within the authority of the provincial government.

    "But this is world affairs, it is not as rigid as it is in my view as a leader in the region, so we can guarantee that the current access to education can be wider, so that the person - the Minister of Education's concept of zoning, is rather troublesome if he enters to high school / vocational school because it's getting smaller and farther away, "he explained.

    Responding to the planned West Java education development proposal delivered by Emil, Minister of Education and Culture Muhadjir Effendy welcomed the proposal. Moreover, according to Muhadjir, referring to Law No. 23 of 2014, that currently the education affairs are divided into the authority of the central government for higher education, the provincial government for high school / vocational or equivalent levels, and the regency / city government for elementary and junior high school levels or equivalent.

    "I really welcome what was conveyed by the Governor (Ridwan Kamil), the contents are very good, extraordinary, once a visoner," said Muhadjir.

    "I really appreciate what was conveyed by the Governor, the plan for the future development of education in West Java Province. Hopefully education in West Java Province will be more advanced and of course it must be supported by regions or district / city governments," he hoped.

    According to Muhadjir, the regional government has the responsibility and obligation to advance education in their respective regions. Although according to the law the person in charge of national education still exists in the Ministry of Education and Culture as the leading sector.

    The Education and Culture Festival which was attended by the Garut Regent Rudy Gunawan, the top officials of the Indonesian Ministry of Education and Culture, and the Head of the West Java Education Office Dewi Sartika presented Garut's artistic and cultural creations which were displayed by students from various districts throughout the Regency Garut.

    Besides in Garut Regency, West Java Education and Culture will also be concentrated in three other places, namely in Sukabumi Regency, Cianjur Regency, and Bandung City.
