    Emil: Citarum Needs 'Leadership'

    KARAWANG-Citarum which is known as the dirtiest river in the world, in the future it must return to being a dignified river. That is the hope that is often revealed by the Governor of West Java, Ridwan Kamil, on various occasions.

    That ideal, Emil returned, as he is familiar with, said at the launching of the National Movement for the Recovery of Watersheds (DAS) with the Minister of Environment and Forestry of the Republic of Indonesia, Siti Nurbaya Bakar, at the Permanent Nursery Purwakarta, Management of Watersheds and Protection Forests (BPDASHL) Cimanuk Citanduy, in the East Jomin Village, Kotabaru District, Karawang Regency (12/29/18). Also present were Karawang Regent Cellica Nurrachadiana, Director General of Control of Watershed and Protection Forests (PDASHL), Ida Bagus Putera Parthama.

    The governor said that what the Citarum river needed was "Leadership," or leadership. Namely a strict command that can knit coordination. So that various efforts, from various parties who move in the improvement of Citarum, can run harmoniously and effectively.

    "I think science exists, budget is not a problem. The key is leadership, cohesiveness, unity, so that a command in managing Citarum," he said.

    Governor Emil also explained that in 2009, the Government of Indonesia had identified 108 watersheds that were considered critical. However, in accordance with the 2015-2019 Medium Term Development Plan (RPJMN), the government prioritizes 15 priority watersheds that will be restored first.

    Of the 15 priority watersheds to be restored, six of them are in Java, namely Citarum, Ciliwung, Cisadane, Serayu, Bengawan Solo, and Brantas. The rest spread on Sumatra Island includes the Asahan Toba, Siak, Musi, Way Sekampung and Way Seputih watersheds; Moyo Watershed in West Nusa Tenggara; Kapuas Watershed on Kalimantan Island; and the Jeneberang and Saddang watersheds on Sulawesi Island.

    In West Java, continued Emil, Citarum, Ciliwung, Cisadane became a watershed whose problem of improvement was in the area of ??his leadership.

    So as the Commander of the Citarum Task Force (Dansatgas), Emil invited various parties to contribute to the Citarum Expo which will be held in January 2019.

    "I have a five-year target to fix Citarum. Hopefully with togetherness, Citarum can return to dignity," he added.

    At the Citarum Expo later, each individual or group will devote ideas, knowledge, or other things for the sake of Citarum. Then, the results of the Expo Citarum will be an action plan for Citarum for the next five years.

    "The Citarum is a face of cooperation," he said.

    With leadership, coordination is sewn as much as possible. So that each organ runs in harmony and together.

    "There is no work for each of us. So far there has not been any change in Citarum," he said.

    "So we prove that West Java people are compact, it should be able to change the bad to be the best," Emil hoped.

    Meanwhile, the Minister of Environment and Forestry of the Republic of Indonesia, Siti Nurbaya Bakar, stated that the issue of the Watershed must indeed be resolved through multi-stakeholder interaction.

    Watershed is a land area which is a unit with rivers and creeks that function to collect, store and drain water from natural rainfall to lakes or to the sea.

    But unfortunately, the poor condition of the watershed, which was caused by land damage, and pollution, could bring consequences to the increased potential for floods and landslides.

    "The watershed is healthy, able to store water during the rainy season, and become a source of water in the dry season," he said.

    In the upstream part of the watershed, continued Siti, he invited all people to plant all critical land. According to him the upstream area needs to be planted and revitalized.

    Even with the theme "Healthy Watershed, People's Prosperity!", Siri Nurbaya wants through this spirit that people can realize that a well-maintained and protected watershed will have an impact on security and prosperity.

    Because the condition of a healthy watershed can also provide nutrients for plants, food sources for humans and animals, sources of raw water for drinking water, and various other activities.
