BANDUNG, West Java Governor Ridwan Kamil, at the West Java Provincial DPRD Plenary Meeting on Thursday (12/13/18), delivered the Governor's Final Opinion, in a joint agreement on the draft regional regulation on: West Java Province's general energy plan for 2018-2050 ; Management of regional property; and zoning plan for coastal areas and small islands in the West Java Province in 2018-2038.
The governor explained that the joint agreement on the draft regulation on the general plan for energy in the provinces of West Java in 2018-2050 and the draft regulation on the management of regional property had been facilitated by the Ministry of Home Affairs.
While the draft regulation related to the zoning plan for coastal areas and small islands in the West Java Province in 2018-2038 has also received substantive approval from the Ministry of Maritime Affairs and Fisheries, so that all stages have been passed according to the provisions of the legislation.
"My hope is that during the 2019 Musrenbang all the legal basis for the dream of the next 5 years has been hit by a hammer," hoped Emil, his familiar greeting.
Meanwhile, he continued, the facilitation of the Raperda by the Ministry of Home Affairs included guidance such as: the provision of guidelines and technical guidance, direction, technical guidance, supervision, assistance, and cooperation and monitoring carried out by the Minister of Home Affairs to the Provincial Region, and carried out against content of the draft regulation before obtaining mutual agreement between the Provincial Government and the DPRD to avoid cancellation.
For the next stage, the draft regulation will be sent back to the Minister of Home Affairs to obtain a register number, then stipulated and promulgated into a Regional Regulation.
Meanwhile, for the draft regulation on the zoning plan for coastal areas and small islands in the West Java Province in 2018-2038, it has gone through the stages of discussion and scrutiny at the Special Committee level.
Also has been carried out a review of the suitability of the technical material of the final document of the RZWP-3-K West Java Province with the contents of law number 27 of 2007 juncto law number 1 of 2014 concerning the management of coastal areas and small islands and the number of marine and fisheries ministerial regulations 23 of 2016 concerning planning management of coastal areas and small islands.
"This draft regulation has been approved by the Ministry of Maritime Affairs and Fisheries, therefore all stages of the preparation of the RZWP-3-K have been carried out," he said.
Furthermore, before this draft regulation is stipulated as a Regional Regulation, it will first be evaluated by the Central Government through the Ministry of Home Affairs in accordance with the provisions of the legislation.
In addition, related to the discussion of the preparation of the Regional Long Term Development Plan (RPJPD) of West Java Province. The Governor revealed that he used a participatory approach involving the community.
According to the Governor, the people involved in the preparation were stakeholders, consisting of academics, business people and non-governmental organizations.
"The Provincial RPJPD must pay attention to and examine the development of global and national issues such as the issue of the Asean Economic Community (MEA), environmental issues, National Long Term Development Plan (RPJPN) for 2005-2025, and review of West Java Province RTRW 2009-2029," said Ridwan Kamil, in the West Java DPRD Building.
As according to the Minister of Home Affairs Regulation number 86 of 2017, the preparation of the RPJPD must be guided by the RTRW. Therefore, the Governor continued, a review of the RTRW was needed to ensure that the direction of the main policies and targets in the RPJPD and RPJMD were in line with, or not deviating from, the direction of the RTRW policy.
While reviewing the RTRW can be done by examining the spatial structure plan, examining spatial pattern plans, and examining indications of spatial utilization programs.
In addition, it also needs to be added that the spatial utilization program is a program that is prepared in order to realize an indicative spatial plan, through synchronization of sectoral and regional programs both at the central and regional levels in an integrated manner.
In addition, in the preparation of the RPJPD it is also necessary to review the RPJPN and RPJPD in other regions as well as review the Strategic Environment (KLHS) study which aims to ensure that sustainable development has become the basis for the development planning in the region.
