BANDUNG-West Java Provincial Government asks the Regional Representatives Council (DPRD) of West Java Province to first discuss the 3 Draft Regional Regulations (Raperda) of the 5 Regulations proposed by the West Java Provincial Government through West Java Governor's Letter Number 188.341 / 4592 / Hukham October 15 2018 Submission of 5 (five) Regulations in the Third Quarter.
The Governor of West Java, Mochamad Ridwan Kamil reasoned, proposed 3 draft regulations to be discussed earlier because they were quite urgent, because they had to take effect from the beginning of 2019.
The three draft regulations proposed to be immediately discussed are the draft regulation on amendments to the West Java Provincial Regulation Number 22 of 2010 concerning the West Java Province Spatial Planning for 2009-2029, taking into consideration, among other things, that the Strategic Area of ??the South Sukabumi region needs immediate arrangements with the planned construction of Cikembar Airport which was initiated by the Central Government.
Then the Draft Regulation on Amendments to the Regional Regulation of West Java Province Number 6 of 2016 concerning the Formation and Composition of Regional Devices of West Java Province. with the consideration that the Regional Government and Regional Development Coordination Agency (BKPPW) I, II, III, and IV was limited to its establishment until the enactment of government regulations governing the Governor as the Central Government Representative. With regard to this matter, it is necessary to make changes to the said regional regulation because Government Regulation No. 33 of 2018 concerning the Implementation of Duties and Authorities of the Governor as Deputy of the Central Government has been issued.
"Since January 1, 2019 the West Java Provincial Budget is not allocated to finance BKPPW, it is necessary to accelerate the discussion of the draft regulation," said the Governor, after the West Java DPRD Plenary Meeting on Friday (11/09).
The third, according to the Governor, is the Draft Regulation on Amendments to West Java Provincial Regulation Number 13 of 2011 concerning Regional Taxes, taking into account adjustments in regional tax regulations based on higher regulations, maintaining the health level of the Regional Budget in providing regional expenditure needs, controlling vehicle volume to suppress negative environmental impacts, involve the participation of business entities engaged in the supply of automotive goods in maintaining compliance with regional taxes, as well as additional levies on surface water tax sourced from springs in accordance with Government Regulation Number 121 concerning Mastery of Water Resources.
"Considering the revenue target has been projected for 2019, the discussion needs to be accelerated," he said. (Parno)
