BANDUNG - The West Java Provincial Government is still awaiting the submission of the location of the Gedebage-Cilacap toll road project from PT Jasa Marga in the interest of the auction. West Java Regional Secretary Iwa Karniwa said the investment auction process that was being held by the Toll Road Regulatory Agency (BPJT) had to have a [Penlok] location determination proposal from the West Java Provincial Government. "But I have not received the blocking proposal until now, I ask to be immediately submitted to the provincial government," he said contacted on Friday (08/24/2018) morning.
According to him, the promised legalization process of the Gedebage-Cilacap Toll Road blocker will not take long, considering the project was also pushed full of the West Java Provincial Government's policy since 2015. In addition, this project has also been accommodated in the spatial and provincial plans. "If there is already a process, we will process it because it is visible. "The principle [submission] of the blocker comes directly to the process," he said.
The West Java Provincial Government hopes that the 184-kilometer toll road initiator will immediately coordinate because this blocker will require coordination with the Bandung City Government, Bandung, Garut, City / Kab Tasikmalaya District, Banjar City and Ciamis. "About spatial planning is no problem because it has been entered," he explained.
His party is also waiting for discussion regarding the possibility of a budget burden for land acquisition that must be prepared by the region. According to him, like other toll road projects, land acquisition matters are expected to be time consuming and rather difficult. "Our task is to encourage how land acquisition can be accelerated," he said.
However, considering that the regional heads who passed the toll road which cost Rp.46.60 trillion have agreed to the construction, they ensure that efforts to secure the project's path will be carried out optimally. "We have warned that there should be no speculators and provocateurs to people in the area," he said.
Even though the blocking proposal is not yet available, Iwa hopes that the investment auction can be done and completed this year. So, the process of land acquisition, preparation of DED (detailed engineering design) and technical matters can be completed. "For all the smooth processes we are targeting 2022 or 2023 toll roads to be operational," he said.
Previously reported, the investment auction for the Gedebage - Tasikmalaya - Cilacap toll road along 184 kilometers with an estimated investment of Rp. 46.60 trillion is still awaiting the location determination process to be approved by the Governor of West Java.
Toll road projects initiated by a consortium of PT Jasa Marga (Persero) Tbk. (JSMR) and PT Daya Mulia Turangga since 2017 have been included in one of the six toll roads offered to investors through market assessments conducted by the Toll Road Regulatory Agency (BPJT) to be auctioned this year.
