    Ministry of Home Affairs Ensures Regulations on Registration of Candidates Have Been Arranged in Details

    BANDUNG - the General Election Commission (KPU) has opened the registration period for the presidential and vice presidential candidates from August 4 to 10 2018. The rules regarding the procedures for registering candidates and vice presidential candidates themselves have been arranged in detail, including when registering only one candidate pair.

    Head of Information Center of the Ministry of Home Affairs Bahtiar said the government and the DPR had compiled in detail and complete the registration rules for presidential and vice presidential candidates in Law No. 7 of 2017 concerning Elections.

    The Election Law has set out in detail about the procedures for registering presidential and vice presidential candidates. Including if later there is an extension of registration time which is triggered by several things. Article 235 paragraph (4) of the Election Law, for example, contains provisions if after registration is closed there is only one candidate pair who registers.

    "Article 235 Paragraph (4) of Law 7 of 2017 concerning Election regulates the extension of registration period of 2 x 7 days. Article 235 paragraph (4) states that if there is only one candidate pair, the KPU extends the candidate pair registration schedule for 2 x 7 days , "Bahtiar said in his official statement in Bandung on Wednesday (08/08/2018).

    Bahtiar said, Even though only one candidate pair registered, the presidential election would not be rescheduled. Elections will still be held. Of course, with a note that the one candidate who registered is eligible. Election regulations have regulated that.

    "Article 235 Paragraph (6) of the Election Law states that in the event that an extension of registration has been carried out as referred to in paragraph (4) there is still one candidate pair, the stages of election implementation will still be carried out in accordance with the provisions of this Law," he explained.

    Of course, the technical rules as a follow-up to the provisions of the Election Law, said Bahtiar, have been made by the KPU. As known related to the nomination of presidential candidates, the election commission has compiled a KPU Regulation (PKPU) Number 22 of 2018 concerning the Nomination of the Election of President and Vice President. In PKPU, it is also regulated in detail regarding the technical registration.

    "For example, Article 16 paragraph (1) of PKPU Number 22 of 2018 states that the KPU has extended the registration as referred to in article 12 paragraph (3), if until the end of the registration period, there will be no candidate pairs received," Bahtiar said.

    An extension of the registration period will also be made if until the closing of the registration period on 10 August there is no candidate pair who registers because the KPU refuses to register the candidate pair as referred to in Article 15.

    "Or there is only one candidate who received the registration," he said.

    While Article 16 paragraph (2) PKPU Number 22 of 2018 regulates the period of renewal of registration. In Article 16 paragraph (2) is stated, the extension of registration as referred to in paragraph (1) is carried out as much as 2 x 7 days. Whereas paragraph (3) in the same article states that the KPU made the first registration extension for 7 days.

    "Paragraph 4 of the same article affirms in the event that after the extension of registration as referred to in paragraph (3), there are still conditions as referred to in paragraph (1), the KPU will extend for 7 days," he said.

    Bahtiar also explained the sound of the provisions stipulated in Article 17 PKPU Number 22 Year 2018. In Article 17 it is stated that until the end of the second registration extension there is only one candidate received, the KPU will verify the completeness and validity of the nomination requirements and the candidate requirements as referred to in Article 8 and Article 10.

    "So the registration rules for presidential and vice presidential candidates in the Election Law and PKPU are very clear and complete," he concluded. jo
