BEKASI-President of the Republic of Indonesia Joko Widodo symbolically submitted the Certificate of Apprenticeship Competency to 3,000 apprenticeship program participants. The award ceremony took place at the Center for Work Training Development (BBPLK), Bekasi, West Java on Wednesday, December 27, 2017. Those who received the certificate were those who had passed the competency test in certain skill areas that were followed during the apprenticeship process.
This year, the government held a national apprenticeship program in cooperation with the Indonesian Employers Association (Apindo) and the Chamber of Commerce and Industry (Kadin), totaling 56,119 people, covering companies / industries in Banking, Manufacturing, Tourism / Hospitality, Retail and Fishery and Marine Sectors. Of these, 6,201 competence tests were conducted, and were declared as competent as 5,635 people, not 566 people competent.
On the same occasion, the President also submitted Mentor Certificate to 97 mentors / apprenticeship apprentices. To the company that has conducted the apprenticeship program, the President also gave the award. Awards are awarded to companies as apprentices representing banking, manufacturing, tourism / hospitality, retail and fishery / marine sectors.
The apprenticeship program is one of the efforts to improve the competence of Indonesian worker candidates, which is done by the government in cooperation with the industrial sector. Through internships, participants gain skills or competencies in the workplace that refer to a particular position. Internship participants get mentorship from professional mentors. Apprenticeship material is dominated by practice (75 percent), the rest of the theory. At the end of the apprenticeship process, participants get apprenticeship certificates, and are expected to follow competency tests to obtain competency certificates.
Output of the apprenticeship program is the creation of a prospective worker with work experience, and a certain competence in accordance with the needs of the labor market. Internship experience and competency certificates owned can also be a capital for those who want to work independently.
To improve the competence of Indonesian workers, besides organizing apprenticeship program, the President also asked industry to develop vocational training through training center in each company. The existing training center is not only for corporate employees, but also provides access to the community for training.
The company is also asked to provide assistance with vocational education and training institutions. Thus building synchronization and integration between educational institutions and vocational training with the job market required by the industrial world.
Meanwhile, Minister of Manpower M Hanif Dhakiri said the handover of the certificate of apprenticeship competence is a follow up of the Declaration of National Apprenticeship Going to Competent Indonesia which was attended by President Joko Widodo, on December 23, 2016 in Karawang Industrial Estate, West Java.
Menaker ensures that the apprenticeship process is different from the apprenticeship program conducted several decades ago. Apprenticeship programs referred to Regulation of the Minister of Manpower No. 36 of 2016 are held directly in the process of producing goods or services in the workplace, under the guidance and supervision of experienced trainers or instructors, in order to master certain job competence qualifications.
Companies that implement apprenticeship programs must have curriculum / syllabus, facilities and infrastructure, apprenticeship and instructors and funding.
The apprenticeship program is designed to refer to job titles based on industry needs (link and match). The apprenticeship program scheme consists of 25% theory, 75% practice, and ends with a competency test (certification).
The apprenticeship program is carried out entirely in industry facilitated by mentors / instructors from industry. The industrial obligation is to facilitate the implementation process and the needs of the participants (occupational injury insurance, life insurance and allowance).
In addition, the program must have appointment agreements between participants and the company. The applicant's age requirement is at least 17 years old and must follow the entire apprenticeship process according to existing regulations. Apprentices who have completed the entire apprenticeship process may follow competency tests to obtain competency certificates. Implementation of competency certification conducted by the National Agency for Professional Certification (BNSP) and Professional Certification Institution (LSP).
In 2018 the Ministry of Manpower targeted an apprenticeship program to be followed by 400,000 people involving 8,000 instructors. On this occasion Menaker Hanif also reported that the Ministry of Manpower has programmed 3R (Reorientation, Revitalization and Rebranding) for 5 BBPLK, namely Bekasi, Bandung, Serang, Medan and Semarang. It is intended that the Government Training Center is more focused in preparing and improving the quality of prospective workers to meet the needs of the labor market.
