    May Day 2017, West Java Laborers Demand Changes


    BANDUNG-Four Workers Union Federation Member of All Indonesian Workers Union (4 FSPA SPSI) West Java Province focuses on May Day 2017 in front of Gedung Sate Bandung, West Java.

    Partly following May Day at the State Palace of Jakarta and the districts / cities of each region.

    Before moving to Gedung Sate, the workers gathered in Monumen Perjuangan Rakyat (People Struggle Monument) West Java, Dipatiukur Street. They carry flags and demands banners. The wave of labor arrivals continues to increase, especially from out of town. They come by using private four-wheeled vehicles and buses.

    Chairman of West Java Province FSP TSK SPSI Roy Jinto Ferianto said some important and urgent things that must be fought by the workers of West Java, namely the enactment of Law No. 23 of 2014 on Regional Government where industrial relations supervision has been done by the  district / The city government turned to the provincial government.

    As the provisions of Law No. 23/2014 since January 1, 2017 industrial relations supervision turned to the Provincial Government of West Java, of course this will have enormous implications for the enforcement of labor laws that have been implemented by city/ district governments that have not been satisfactory against violations of the norms of working relations Such as PKWT, Outsourcing, unilateral layoffs, Union busting, wage violations, apprenticeship and so forth in industrial relations, "he told reporters in Bandung on Monday (1/5/2017)

    According to him, with the transfer of supervisory function, it is expected that the performance of industrial relations supervisor of West Java Government should be better by involving trade unions / labor unions in West Java.

    Meanwhile, Chairman of West Java DPD FSP LEM SPSI Muhamad Sidarta said other things that are still a polemic is a matter of wage determination process, where in West Java Provincial Minimum Wage (UMP), District Minimum Wage (MSM), District Minimum Sectoral Wage / Municipalities and Wage Structure and Scale (SUSU), especially with the enactment of Government Regulation No. 78/2015 on Remuneration deemed by the workers as contrary to Law No. 13 of 2003 on Manpower.

    "Until today UMSK 2017 Karawang and Purwakarta regency can not be ratified by the Governor of West Java because the process has not been completed in each district, even UMSK 2017 Bandung which is the capital city of West Java Province until now is not clear yet on the progress of phasing determination Bandung City UMSK 2017 process, "he explained.

    In addition, said Sidarta, the problem of professionalism and service quality of JKN, BPJS Health & health facilities / hospitals are also considered still very bad. Moreover the BPJS Health contestant has been paid by the company and the participant has been paid in advance before illness.

    Another demand, namely the refusal of apprenticeship of workers who do not comply with legislation and foreign workers to protect local workers. It also asked the government to implement certification to protect local workers on the rise of foreign workers in this era of MEA.

    Sidarta added that his party rejects district / city regulation throughout Indonesia on anti-smoking areas as opposed to Government Regulation 109/2012 regarding tobacco industry.

    "The regulation is strongly indicated to be contrary to Government Regulation 109/2012 on tobacco industry and threatens six million workers / laborers in the tobacco industry sector," he concluded. (MAT)
