BANDUNG-The President of Indonesia, Joko Widodo (Jokowi), welcomed the programme that give certificates of land rights. Similar with Aher and the Minister of Agrarian and Spatial Planning/National Land Agency, Sofyan Djalil, that the land certificate is an evidence of legal ownership, so there will be no claims from others. In addition, the certificates can reduce land disputes that often occur.
The President delivered the matter at the Event of Certificate Presentation of Land Rights of National Strategic, Coaching, Facilitation, and Access Reform Cooperation Programme of West Java Province 2017 at Graha Batununggal Indah, Soekarno-Hatta street, Bandung, Wednesday (12/4/2017).
"Through the certificates, the ownership becomes clear. It is mine, the prove is the certificate. It will not be claimed by others, so we can be happy and at peace because we have the certificates," said Jokowi.
However, in the event the President also instructed that people should use their certificates for something productive. The people could use their certificates for proposing loan or capotal from bank or from certain party which is legal.
"The certificates can be saved, but also can be used to apply for capital to bank. You can, no problem. But remember, I hope that if the certificates are used as collateral, please use it for something productive," Jokowi said.
"But, be careful, it is loan from bank. You can borrow money from bank, but if you use it for something productive, that can result in something, so you can repay to the bank, it's okay. But don't force yourself to borrow money from bank, please calculate it well. If you want to borrow money from the bank, you should calculate very well whether you can repay to the bank or not," he added.
There were 126 million plots of land in Indonesia, but only 46 million plots of land that had been certified or 36,5%. According to Jokowi, this phenomenon became the cause of land disputes everywhere. For that reason, Jokowi asked the Minister of Agrarian and Spatial Planning/National Land Agency to certify 5 million plots of land this year.
"I instruct the Minister to solve the problem related to certificates of land in Indonesia immediately," Jokowi said.
Meanwhile, the Minister of Agrarian and Spatial Planning/National Land Agency, Sofyan Djalil, in he speec said that mortgage right of plot certificates in West Java in 2017 was 862 certificates. The insured value reached 35 trillion IDR. In addition, the Acquisition Duty of Right on Land and Building (BPHTB) in 2017 was 118 Billion IDR.
"Besides they are given the certificates, several Regional Working Units (SKPD), now we also coordinate them so they can be given assistance, guidance, and then to capital, mentoring, production facilities, so that by the certificates later they will be guided by several provincial or regional SKPD," Sofyan added in his report.
