BANDUNG-West Java Governor Ahmad Heryawan lodged the introductory draft of Regional Law (draft) of West Java province on the Amendment of the Regional Regulation (Perda) No. 22 Year 2010 on Spatial Planning (RTRW) of West Java province Years 2009-2029. This was conveyed by West Java Governor Ahmad Heryawan the Plenary Session of West Java Parliament at the Parliament Building West Java, Jl. Diponegoro No. 27, Bandung, on Tuesday (12.27.16).
This draft regulation changes the spacial plan management for development Patimban Port in Subang will initially be built in Cilamaya, Karawang. The Central Government has also set the Patimban Port as the National Strategic Projects.
This is pursuant to Presidential Decree No. 3 of 2016 on Accelerating the Implementation of Strategic Projects of National and Presidential Regulation No. 47 Year 2016 concerning the Stipulation Patimban Port in Subang Regency of West Java province as the National Strategic Projects.
"The basic consideration in the determination of the Patimban Port Subang Regency as a national strategic project is to improve the fulfillment of service capacity port in West Java Province," the governor said in a introduction memorandum.
Furthermore, the Governor also said the conduct of the Patimban Port will be implemented by the Ministry of Transportation, includes planning, construction, operation and exploitation, the technical development and management of port operations, as well as guidance to ensure the safety of shipping and the environment.
In addition, the implementation of the Patimban Port associated with the construction, operation and exploitation, the Ministry of Transportation also could cooperate with the Agency for State Owned Enterprises (SOEs).
After the Plenary Session, Aher assess the process of changing law is important to do. Given the future through these regulations will be determined locations of the Development, EIA, and the port master plan.
"The Amandements are only changed Cilamaya becomes Patimban. Because of what? Important changes for later follow-up will no siting, environmental impact analysis, master plan of the port. These three documents can be there from the relevant ministries / agencies if the regulation already changed," said Aher.
"To launch this major project, the documents must be made immediately, resolved, then this change must be accelerated," he added.
With the Patimban Port will have many benefits, especially in the process of unloading and distribution of goods. Such as loading and unloading of goods will be easier than to do in Tanjung Priok, because the capacity is full, the delivery of goods to several industrial areas that are around the harbor will be faster than in Tanjung Priok, the movement of goods from outside / inside the country will be faster, more cost logistics will be more efficient, economic records and West Java export will be recorded in West Java (for this West Java export records noted in Tanjung Priok).
"At the same time it will grow regional new economy, absorbed labor, there will be economic growth, and will improve the welfare of the surrounding community.
